Christy Morton

Vice President


Christy Morton is a seasoned government and public relations professional with 20 years of experience working in and around Virginia’s Capitol Square, including the Governor’s Office, the General Assembly, state agencies and the private sector. She has served under multiple governors and built strong relationships across business and all levels of government on both sides of the aisle.

Before joining Two Capitols Consulting, Christy was senior vice president of policy and strategic partnerships at the Virginia Economic Development Partnership (VEDP), where she managed four divisions: Economic Competitiveness, External Affairs, Real Estate Solutions, and Regional Talent Solutions and Business Outreach. Earlier at VEDP, she served as vice president of external affairs, leading the agency’s engagement with the General Assembly, the Governor’s administration, Virginia’s congressional delegation, and regional and local economic development partners.

Christy previously spent four years as executive director of the Center for Rural Virginia, bringing together local and state leaders to address challenges facing rural communities and to highlight opportunities for economic growth. She also served as deputy director of external affairs and policy development for a Virginia governor, building coalitions and managing stakeholder relations for key initiatives and the legislative agenda. Earlier in her career, she worked in communications and public relations for Virginia Natural Gas and in government affairs with a Richmond-based consulting firm.

A cum laude graduate of Christopher Newport University, Christy earned a bachelor’s degree in political science with a minor in economics. She also earned graduate certificates from Virginia Tech in foundations of political analysis and environmental politics and policy. Christy is a graduate of the Sorensen Institute for Political Leadership and the 2020 class of LEAD Virginia.

Christy serves on the Christopher Newport University Board of Visitors, where she is rector, and has served on the Governor’s Broadband Advisory Council and the board of the Center for Innovative Technology (now the Virginia Innovation Partnership Corporation). She lives on the Middle Peninsula with her husband, Lee, and their two sons, Hunter and Christopher.
