J.D. Ratliff

Assistant Vice President


J.D. Ratliff is an accomplished policy advisor and public sector professional with nearly a decade of experience supporting multiple governors and advancing community-focused initiatives in local and state government.

Before joining Two Capitols Consulting, J.D. served as Policy Advisor for the City of Richmond’s Department of Neighborhood and Community Services. J.D. oversaw policy development and major community projects, including the creation of Richmond’s Community Resource and Training Center for unsheltered residents and the distribution of over $2.5 million to community partners combating the opioid crisis.

Previously, J.D. led the Constituent Services and Community Engagement team for Governor Ralph Northam, where he was responsible for development and implementation of a statewide outreach strategy to better connect with residents, local leaders, and community partners. He also managed Governor Northam’s personal and professional schedule as his Director of Scheduling.

J.D. also served as Deputy Director of Constituent Services for Governor Terry McAuliffe, where he managed casework, prepared commemorative letters and proclamations, and responded to the needs of the Commonwealth’s 8.5 million residents.

J.D. graduated from the University of Virginia with a bachelor’s degree in government. He began his public service career as a Governor’s Fellow in the McAuliffe administration and as a White House Intern in the Office of Political Strategy and Outreach for President Barack Obama.

He is a native of Prince William County and currently resides in Richmond.
