Thomas Cross

Thomas Cross is a proven and trusted government affairs professional with more than a decade of experience working in Virginia government. Prior to joining Two Capitols Consulting, he served as the Director of State and Local Government Affairs for The Port of Virginia, the 3rd largest port on the East Coast and an economic engine for the Commonwealth.

Thomas previously worked in the Virginia General Assembly serving as Chief of Staff to a member of the House of Delegates and subsequently the Senate of Virginia. His campaign experience spans federal, state, and local offices, providing him with a comprehensive understanding of the political and policy landscape.

During his tenure at The Port of Virginia, Thomas played a central role in securing more than $250 million dollars in state funding for the terminal optimization project at the north end of Norfolk International Terminals. He was also instrumental in obtaining approval for a renegotiated 40-year lease at Virginia International Gateway, one of the port’s primary container terminals. In addition, he partnered with local governments to advance planning and transportation infrastructure projects essential to long-term growth.

While working in the General Assembly Thomas managed a broad portfolio of policy issues before his member’s committees, including energy, technology, and alcoholic beverage control.

Thomas is a graduate of The College of William and Mary where he earned a bachelor’s degree in government. He is a 2016 graduate of The Sorensen Institute for Political Leadership’s Emerging Leaders Program, a 2022 graduate of the CIVIC Leadership Institute, and a member of LEAD Virginia’s Class of 2024.

A native of Hanover County, he lives in Norfolk with his wife Cromley, and daughter Annabelle.
